Any public lawyers suffering existential ennui should note that Trump's tariffs are possible thanks to (i) a sweeping transfer of Congressional taxation powers to the executive under an emergency powers rubric & (ii) case-law hollowing out the US non-delegation doctrine. See, we matter!!

Would love to read this but the link now seems to be broken. Is there anywhere else I can get hold of it? Looks fantastic.

Really excited to have this new article out: "Six Myths of Judicial Independence"

Since I began this project it has become increasingly relevant. The Rule of Law depends upon free and independent courts - but what this means is beset with myths

This is a genius way of dealing with the scourge of AI summaries, not to mention the added enjoyment that it will bring to tax research.

My warmest congratulations to @amy-lawton.bsky.social for her appointment as the next Chair of the Tax Research Network and to Terry Filer and Sara Closs-Davies for their appointment as Deputy Chairs. These are fantastic appointments and point to a bright future for the organisation.

BlueSky has been a good experience so far but there are a lot of spam followers floating around. I've blocked quite a few of them but hope that I've not blocked any genuine accounts. If you're aggrieved about me doing this, it may be a mistake - please contact me by other means and I'll correct.

Publication day klaxon! My book with Aileen Murphie and Laurence Ferry on the NAO is published today. It covers the NAO's history going back to 1983 (though I couldn't resist a little dalliance in Gladstonian accounting) and it explains how the NAO has changed during the period.

Yet another example of why 'boring' is not always a criticism when it comes to tax and public finance, just like constitutional law. France is also getting a little too exciting, though not on this level.

New data on farms and inheritance tax: a third of farm estates over £1.5m aren’t farmers but wealthy people avoiding IHT by sinking money into farmland.

The Budget hits farmers too hard and tax avoiders too lightly. It needs to change.

Really pleased that my review of Yvette Lind and Reuven Avi-Yonah's edited volume, 'Taxation, Citizenship and Democracy in the 21st Century' has now been posted. In short, the book is good.
