I think you're probably underestimating how easy getting access to a decent size botnet is these days. There's millions of easily-hacked IoT devices out there and it's not just state actors hacking them, though they certainly are a big part of it. It's a big business.

You're correct about it taking a lot of machines, but non-state hacking groups or even script kiddies can get access to huge botnets pretty easily. Hell, there's even services to DDoS a target of your choice where you can pay in crypto these days.
