4 is a tough sell. Along with the 2 welsh and 2 Scotish, that'd bring the pwr up to 17. Which seems too big for 1 division IMO. That's assuming that the Italians (maybe the Spanish ๐ค) don't make a proposal.
Accepting < 4 seems like abandoning both the AIL or URC model for very few pro-opportunities.
