Some LMSs have the option to specify the number of answers the student must choose. I think that’s a little more fair in certain questions, and the grading is definitely more straightforward.

It's not inconsistent at all. They will unapologetically fight to keep the debt ceiling when democrats are in power and eliminate or ignore it when tax cuts for millionaires and billionaires are on the agenda. This is perfectly consistent when any means imaginable justify the ends.
