if a spell has a material and somatic component a cleric can cast the spell while wielding their shield. However, if a spell has a somatic but no material component then the cleric's hand must be free to cast. Thus, you can cast aid with your mace and shield but must stow one to cast cure wounds.

Social policy and worker protections go hand in hand. So neoliberalism, by abandoning the worker, also abandons social issues. And who would build a career advocating capitalism-first liberalism? Wealthy elites willing to sell out/ignore the plight of the worker. Thus the 'do nothing dems' are born.
Neoliberalism was born when corporate think tanks realized they could shift the overton window right by having both parties start from the position "capitalism good, but-". With neither side to the left proposing socialist policy or strong worker protections they could push financial policy right.
