🇨🇺 February 13 | The UN Office of the UN High Commissioner for Human Rights (OHCHR) expressed extreme worry over the “deepening socio-economic crisis” in Cuba, highlighting several key issues: ▪️ With over 80% of water pumping on the island dependent on electricity, power cuts are undermining access to safe water, sanitation, and hygiene. ▪️ Decades-long U.S. embargo and recent oil shipment restrictions are responsible for compounding economic strain. ▪️ Fuel shortages are also jeopardizing hospitals, including ICUs and emergency rooms, and disrupting the storage and delivery of vaccines and other temperature-sensitive medicines. ▪️ The rationing system and basic food basket have been disrupted, affecting school meals, maternity homes, nursing homes, and other social protections. ▪️ Vulnerable groups are being hit hardest. ▪️ Electricity cuts are also limiting communications and access to information. 👉 OHCHR urged all states to lift unilateral sectoral measures, saying policy goals cannot justify actions that violate human rights.

We use a set transformer, a neural network architecture that is invariant to permutations of the ensemble, and can be learned at one ensemble size and deployed at another. This method shows significant improvement over leading filtering methods across a range of ensemble sizes and dynamical systems.
Ensemble Kalman filters (EnKFs) are suboptimal in the nonlinear and finite-ensemble setting. In this work, we learn corrections to the EnKF to improve filtering performance, approximating the mean-field formulation of the filtering problem.

If I were deliberately trying to cause vulnerable refugees as much distress as possible, this is how I would do it. Constantly shifting the ground underneath them, never allowing them a moment of certainty and stability. This is barbarism.
This is utterly foul. People recognised as refugees will never able to settle and find the long-term security they need to recover, always at risk of being returned if they can’t prove they still *really* deserve to be here. A life lived in permanent limbo.

Bootstrap distributions of different estimators of the signal-to-noise ratio (SNR) with synthetic data, showing distributional shift between normal and anomalous SNRs.
In synthetic experiments with prescribed signal-to-noise ratios, we find that new scoring rule–based estimators agree with the classical ones on whether the signal-to-noise ratio is anomalous or not. In application to the North Atlantic Oscillation, the results are more equivocal. (3/3)
This information-theoretic framework provides a new interpretation of the signal-to-noise paradox in climate forecasting, and could lead to more robust statistical tests for it. Additionally, it allows for the definition of a signal-to-noise ratio for categorical forecasts. (2/3)
