Lords appointments and reform The government’s Lords reform plans have continued to move at a snail’s pace, while appointments to the chamber continue unabated. The House of Lords (Hereditary Peers) Bill was first introduced in September 2024. The bill, which covered just one narrow aspect of reform promised in the Labour manifesto – the removal of the hereditary peers – was rushed through the Commons and reached the Lords that November. It completed its Lords passage in July 2025 where, as reported in Monitor 90, it was subject to defeat on its central provision. The Commons overturned the Lords’ position in September 2025. The Commons position was not debated in the Lords for six months, but the bill finally passed on 10 March. This is a historic change, but for such a simple measure took a remarkably long time. The hereditary peers are due to depart at the end of this parliamentary session, expected in May, although some (as discussed below) seem set to remain under a different guise...
Soon nobody will sit in the House of Lords simply by virtue of their birth. But negotiating this took 18 months.
While Lords reform is moving at a snail's pace, new appointments mean the size of the chamber continues to grow.
