It's worth pointing out that the people in the country on visas who are allowed to access public funds are primarily people in two groups:

1. Those on family visas – a majority of whom are the spouses and children of British citizens
2. Refugees

What constitutes "public funds"?

Well you can't even apply for the Winter Fuel Allowance if you're on most qualifying visas, but I doubt the Home Secretary knows that.
