You're thinking Cairhien, but a hunter of the horn can be from anywhere. There are several nations in this world with different political systems. As you asked earlier Andor is the most powerful of those nations and it is a queendom. 2 rivers is part of Andor but very remote from Caemlyn.

I meant that Verin explains in ep3 or 5 that Liandrin activated 4 hearts which meant 12 sisters. So that's Liandrin13 as in the books.
Whether there are more is a watch and find out I guess. We don't know their plan for that story arc 🤷
