actually what I think is reactionary is deciding that we're going to treat people as felons for behaviors which are beyond their control due to mental illness or addiction - literal disorders of brain chemistry and function which should be treated as the medical problems which they are.
ah yes, the well-known reactionary idea of providing free mental health and addiction care to everyone so that people are less susceptible to antisocial behavior, and less likely to violate criminal laws which would result in their criminal punishment and imprisonment.
we just reinstitutionalized people in even more punitive, hostile, violent, and uncaring settings. that's not better.
