They write out the list of official regulations in the preview, behind-the-scenes episodes, and I should probably go read over them again, but within the show itself I don't think they've established what any particular fight an "official" Gundam Fight...

As is becoming a refrain during my G Gundam watch through, the rules are "ehhhh don't worry about it!"
