Rather, Nikki Turner's explanation is that they're trying to target those at highest risk.

I believe it was "available" rather than "recommended" previously. And they remain available to the same cohort, though the language has changed to specify that they're not recommended.

A slightly misleading post: This is for boosters, not primary vaccination recommendations.
It's long been the case that regular boosters were not recommended for most healthy adults.

The guidance isn't wrong. Basically there is a difference between what's recommended and what's available. That difference isn't being clearly communicated.
And worth noting the screencap you've linked is for boosters - people are still recommended to receive their primary doses as normal.
