If the sentence can be followed up with a "By whom?" then it's passive voice. 
Active voice is when the subject (Israel) performs the action (killing Palestinians). Passive voice is where the subject is often left out, which is where we can then ask, "By Whom".
Everyone knows who's killing Palestinians. It's the IDF, Israel Defence Force. This is not anti-semitism, it's just fact.
