Deliberative and participatory processes are both needed. Most deliberative process have been run by central or local government authorities but they don't have to be as seen in the Porirua Assembly, the UK Power 2010 campaign & the Australian citizens jury on disability insurance

We have submitted on the 4 year terms bill.
The stated purpose of the Bill is to help improve law making.
But no evidence has been presented that lengthening the parliamentary term and changing the balance of select
committees would have this effect.
