No you can use a quest on its own but the vrchat experience is a bit limited. there’s also a mobile phone version that offers a test of what you’ll see on the quest without a pc

But yeah a 2nd hand quest 2 though they’re getting a bit long in the tooth and probably won’t get many more updates or a quest 3 , both will run vrchat locally and with a pc via steam link
