I was delighted to give a guest lecture on China-Taiwan dynamics in the context of Carmen Chas’s Foreign Policy Analysis course. My 1st time at Universidad Pontificia Comillas was wonderful: impressive architecture & great students who asked very pertinent questions. And Madrid is true to itself!

Quelques mots à la RTS sur la condamnation de Jimmy Lai. Affaire importante et dont l'issue était inéluctable parce qu'inscrite dans une tendance structurelle commencée en 2014.

I concluded that "beyond conventional arms control, the article hints at the fragility of nuclear agreements such as the 2015 Iran deal and the 2010 New START." Of course, my reasoning has evolved since then. But I remain convinced that civil–military relations is a crucial part of the equation. 3/3
A decade ago, I published a piece in @cspjournal.bsky.social arguing that the collapse of conventional arms control regimes is rooted in the adjustments of civil–military relations to changing threat perception. 2/3

New START - the last treaty limiting strategic nuclear forces between #Russia and the #US - has collapsed. As pundits debate the consequences & likelihood of a trilateral agreement with #China (by the way, Beijing is allergic to the very term "arms control"), it is worth scrutinizing the causes. 1/3
Quoted in this @asharqbusiness.bsky.social article on #China failed attempts (so far) to drive a wedge between the #US and its allies (e.g. #Canada) and between these allies themselves (e.g. #SouthKorea / #Japan).

2) #China aims to reestablish a more equilateral Beijing-Pyongyang-Moscow triangle amid DPRK- #Russia rapprochement & ahead of Trump's first diplomatic moves in Asia (expect #Taiwan -related turbulences).
- DPRK & Taiwan issues are intrinsically linked in the context of China- #US relationship.
Quoted on next week's military parade in Beijing in Svenska Dagbladet. 3 take-aways:
1) Kim Jong-un's attendance is a victory for #NorthKorea: the multilateral setting symbolizes the end of its ostracization & its growing importance as a pivotal state in int'l politics.

Ultimately, investing in Asia-related expertise is not just an academic exercise—it is a strategic imperative. 7/end
Swiss universities, for their part, must prioritize the development of interdisciplinary programs focused on Asia and establish new research centers, expand course offerings, and recruit faculty with regional expertise. 6/x
We call on the federal government to incentivize partnerships between academia and industry, fund new Asia-focused institutes and think tanks, and support research on strategic issues pertaining to the region. 5/x
While Swiss firms risk losing competitiveness in one of the world’s most dynamic regions, the Swiss government may be ill-equipped to navigate complex diplomatic and strategic challenges, from trade negotiations to geopolitical crises. 4/x
Yet the academic infrastructure needed to support this expertise remains weak in Switzerland. This is particularly the case when compared to neighboring countries (Germany, Italy, France) and North America.
This has serious consequences. 3/x
