I'm not in CA, but I literally plan my days around bus fares and walking times. If I can save the cost of a transfer by walking a mile, and it's safe to walk, I do it. But not everyone can.

Most clearances are tied to immediate employment. A person may have a clearance, but it is held by their employer. People who leave that employment are no longer cleared. A military officer's clearance ends when that officer leaves the military.
