Reporting from a place where kids DO get free food at school: Any system of vouchers, tickets, payment on site, payment in advance, debt, etc., is not only stigmatizing to kids, but a huge hassle for the underpaid staff or volunteers running the kitchen. Free food is cheaper & easier. Just do that.
