There was basically no freedom of speech under the 1st Amendment until 1925.
In Barron v. Baltimore (1833), Chief Justice John Marshall wrote that “Congress shall make no law” in 1A meant only Congress. States prohibited & banned speech, practiced religious discrimination, etc. until Gitlow v. NY.
