A somewhat plausible claim might be that he meant “the trappings of modern civilization” (such as infrastructure - the power grid, water treatment plants, bridges, etc.) rather than “the members of this civilization”. But that’s drawing a distinction between war crimes & full-on genocide. Ugh.
It’s exceedingly clear that he didn’t mean ”the terrorist regime” because immediately following the threat, he also said “I don’t want that to happen, but it probably will.” For what reason would he express regret for the impending demise of “the terrorist regime”?

Yes, but I believe the Governor (as quoted, at least) twists things. I believe the term does not specifically refer to people who are currently incarcerated. The point is to replace term like “offender”, “ex-convict” and so forth which stigmatize people long after they are no longer imprisoned.
So, uh, obviously this Palantir thing is not surprising to anyone who’s been paying attention to how these guys see the world (link below, for example) but that doesn’t make it any less disgusting.

I was looking into precedents for this and was surprised to find that grocery shelf tag unit pricing ($/100ml or 100g) is not actually required in most of Canada. In theory, such things could be adopted industry-wide on a voluntary basis.
