In Australia, these sort of “courts” are usually called “tribunals” and the decision makers are “members” not “judges” for this exact reason. So Refugee Review Tribunal, or Migration Review Tribunal or Administrative Decisions Tribunal

Prob not much diff in method. Content matters. Mass writing campaigns are ignored. One of Howard's advisors said “millions of bloody letter-writers are wasting their bloody time.” What matters are individual stories that pull heartstrings of the MP.
