A few routes (LA - Las Vegas, Denver - Fort Worth and Boston - Portland ME) weren't apart of NGS, but only one happened and still exists today, the Downeaster which was extended beyond Portland to Brunswick ME in the 2010s. The other routes lacked the funding to be created

In 1999/2000 Amtrak proposed numerous new routes under the "Network Growth Strategy" Very few where implemented and the few that where didn't last long. Such routes included a new cross country luxury train, rerouting the International through Detroit and service to Monterrey Mexico:

and yes that is hourly service to NYC, Atlanta and Toronto. Very ambitious but frequencies like that on such long services would likely require very fast HSR.

Corridors would be added to the state rail plan and MPO's plans as well. This bill would also require the MPO's and state DOT to find ways to implement these goals and revenues of funding.
