Given that Trump thanked Elon for the work he did with those “vote counting computers” in Pennsylvania - my money is on the voting tabulators. Which also would explain the extremely rapid results on election night.

Different recounts are required within different margins. All swing states avoided the margins that would trigger the comprehensive recounts.

Instead there were very few sampled audits that relied on the machines and were not had recounts.
