I think Vance told this story hoping it would explain the shooter's actions, but I think describing him as mentally unstable rather makes his standing even worse.

Even ignoring that, the second and third shots were fired from *beside* the car where it is literally impossible to be run over. Add the "f-cking b-tch" and there's no way self defense is going to apply.
