In North Dakota, Utah and South Dakota, legislatures are sponsoring measures on the November ballot that would raise the threshold for approving citizen amendments to 60 percent, not a simple majority. In Missouri, the legislature placed a measure on the ballot that would set an even higher bar: Citizen-sponsored amendments to the state constitution would have to win in each of the state’s eight U.S. House districts. An initiative that wins 95 percent of the vote statewide could lose if it fails in a single district. And in Florida, Gov. Ron DeSantis signed a bill imposing a raft of new requirements, fees and criminal penalties around collecting signatures on petitions for ballot measures. The result: All 22 initiatives proposed by citizens this year failed to qualify for the ballot.

Officials began pursuing what they assumed would be a joint investigation into the deadly use of force, which had been standard protocol. U.S. Attorney for Minnesota Daniel Rosen, who had been sworn in three months earlier, was not available, so details were ironed out between Moriarty, First Assistant U.S. Attorney for Minnesota Joe Thompson and state Bureau of Criminal Apprehension Superintendent Drew Evans. “We were having an informal conversation,” Moriarty said. “Joe Thompson was saying, ‘Fine, if you guys can work it out.’ I was talking with others, the BCA and the FBI and all of that. We had it worked out.” All indications were that an investigation was wanted across the board, with signs that federal officials would take the lead. I can't help but wonder whether Trump had DOJ unilaterally declare the Presidential Records Act null and void is to excuse destroying specific damning communications, such as involving this White House official who nixed evidence sharing on Renee Good's killing.
