Just making sure I understand— when cops say they need to personally witness car crime — they are saying a non truth with an intent to mislead.
There is totally a mechanism to punish car crimes memorialized in the eyes of cameras not cops.

It is the NYPD's position that if they did not personally witness a vehicular crime, they cannot do anything about it. It's a refrain I hear clients repeat to me often.

But it begs the question as to how the NYPD solves other crimes they did not personally witness.
