Good question, but I think there's also the incentive to compete with air travel. HFR is great, but if it's still taking 6+ hours to get from TO to OTT/MTL, versus 3.5+ hours to fly (if you include station/airport commute/security/etc), people will fly w/accompanying enviro costs.
