During Trump's 1st term, his budgets proposed devastating cuts, e.g. eliminating all fed funding for:
—Long-distance Amtrak
—New transit projects
—CDBG
—HOME

He couldn't kill those programs because Congress appropriated funds. If Supreme Court allows impoundment, Trump could unilaterally kill them.
