This is a baked dough and is very soft when raw. I think it would just dissolve! Look for one meant to be fried but I’m not sure that would work. If you do use an empanada dough skip the baking powder. Here is the kreplach dough I use when I’m not using wanton wrappers jweekly.com/2015/08/21/c...
