but would you still add them if they would not see your follow? in that case there will be no chance of them adding you back. the solution then is, for account that follow a lot, to hide the follows to other users

the reasons are above in my post. but you would be right if high amount of follow would be hidden to other users, so you can still follow, but it won't create spam, and people will not use it for follow back farming
