I think the richest vein would be in JP-only and sim stuff. Games that have detailed cities for you to drive around but you can free-cam out of the vehicle Some things more specific things that come to mind though: Euro Truck Sim 2 I know has a mod called Project Japan which is very detailed, amongst others The Little Tomb: The Maholova Club and the Search for a Dead Body is set in a quiet japanese town and is a super lovely game Ghostwire: Tokyo has the busy well-known parts but it also has super detailed depictions of side streets and quieter places. As far as I'm aware it's still microsoft-owned though so would be one to pirate if interested Toro to Kyuujistu is suuuuuuuper cute and all FMV with Toro superimposed on top of it The Fuuraiki games are fun FMV adventures around Japan on a Bike. A lot of country roads and island stuff so not cities but it hits a lot of those notes Little Kitty Big City is set in those sorts of environs

yes!!! love lots about that game but the the bit 2/3s through where you finally come up for air after hours and hours spent underground/in isolated facilities, just on the absolute edge of civilization, and you can see people/cars just out of reach... that's gaming baby
