On the leaking of secrets, Robbins says: “that information wasn’t available to me!” Of course it wasn’t - it was however very likely to have been at least one of the reasons Mandelson failed his DV. He should have let the FO minister and/or the PM know. He didn’t - and didn’t minute his reasoning.

If there is a problem - it’s this:
This was a huge decision for Robbins to hold unto himself.
Just tell your minister “he failed on a red - are you still minded to ratify the appointment?” History has proven this - very quickly.
