I'm torn between this and the idea that there is effective civilian control and the majority opinion of the civilians is that the legitimized gangs of brigands that constitute law enforcement are just fine the way they are. And those civilians will vote however the brigands tell them to vote.

The fact we do not have effective civilian control of the paramilitary organizations in our cities is indeed a challenge.

Depends on what sort of accent you're trying out for your character. Or as a bit where they pronounce it differently every episode and wait for someone to say something.

It's not messaging to voters. It's messaging to journalists covering the campaign.
