he says it in the same breath as playing games. I don't think he's citing it as an accomplishment. I think he's trying to imply that his screen time is fine since it's reading; not an accomplishment but more acceptable. like watching TV all the time but it's fine since it's a documentary

I don't think that matters. Whether he finishes a book or not doesn't actually mean anything; it's his own judgment whether finishing a book is necessary or beneficial to him. Lots of reasons to not finish a book
It's when his actions negatively impact other people that it starts to matter.
