A common argument for the NSA's surveillance programs, both in gov documents and public advocacy, is: "our enemies do it too -- we can't unilaterally disarm!"

Same arg applies to "dignified and respectful" spying. So, this is NSA self-mythologizing to dissociate from the moral valence of its work.
