Yup! I'm sure those distinctions had all kinds of creative and legal implications.
I'm sure the licensee status of Warriors of Waterdeep as a mobile game is why the commissioned AP was never recognized/supported (but authorized) and now, amusingly, persists on a YouTube channel that WotC controls.
