I was living in Queensland in 1990/1991, when the state Labor government changed the gerrymandering laws after years of conservative electoral malapportionment.

People can go into the polling place, get their names marked off, then are handed their ballot papers. If they don't want to vote all they have to do is fold their ballot papers and place it in the ballot box. It is then counted as an informal vote.

The problem that we have is that the Liberal Party name is a complete misnomer.
