(Genuine Question) does the total capacity matter if you still cap the amount used per lap to a relatively small number?

What if we're at a race track where the slowest outlap possible is optimal? Final race of the championship with all on the line, a team will take the fine every single day to optimise for the driver. I think this is a bad new precedent for the sport

When does the team's incompetence ever allow a driver to get out of a penalty? No different to an unsafe release or setting the pit limiter wrong, both would be sporting penalties for the driver.

I also think a team of Bottas/Perez and Oward/Palou would bring much more excitement than watching two journeyman lethargically battle it out for P21

I would worry that neither of them will perform at close to 100% of the car and while they've had varying success at top teams they haven't been a leader at a team in the ascendancy.

I think they would work for the first two years but in year three you need someone to push forward with.
