One of the proudest moments in my languge learning career was when I was chatting to a guy in France for about 5 minutes and then he said "wait, so you're not from France are you? Where are you from?" because even though I still had an accent I had neutralized it enough to make it hard to tell
At the time I was 19 and did my entire high school french education while gaining no competency at all, so it is at least somewhat possible to be More Than 4 too
When I was really buckling down and learning French as a teen I remember a distinct moment where my brain perceptably “unglued” itself from English and I was suddenly able to process French on its own terms. Until you have that moment, language learning is just a slog. Not sure how to make it happen
