One jar of Wet n Wild brand translucent setting powder, and a round makeup brush.

Took a few coats of 50/50 mixes of Pros-Aide and acrylic paint, each to get the color layers thick enough, then touch up edges. Once all painted and dried, dusted with the setting powder.
I still gotta get him out some time!
