In theory; sure. Pragmatically, NPM (even PNPM/Yarn/et al) doesn't cooperate that well doing what you're describing.
Plus, download sizes would be much larger for any given package

Git GUI support needs help here too. No SmartGit ARM64 for Linux and GitKracken breaks in Parallels for ARM64 :(
Seems like Windows isn't the only place that ARM still feels underbaked from community support.
- No Google Chrome Linux ARM64
- Docker Desktop still looks for QEMU AMD64, so that doesn't work
- Ghostty doesn't work under Parallels due to OpenGL issues
