My only experiences were via arcades like that. Couldn’t even get into emulating it for like another year later. The pc my family got in 99 couldn’t handle 25% of the snes roms I spent hours downloading on dial up. Neo geo remained an exspensive dream for me.

You are stuck with whatever games an arcade has. They never updated that much. Neo geo cabs always popped up in weird spots like pizza joints, or the laundry place. Their multi cabs appealed more there.
