The SBIR program has not been renewed by Congress and therefore THERE ARE NO SBIR applications at NIH or elsewhere. NIH can't even issue "noncompeting continuation awards for existing projects until the SBIR/STTR program is reauthorized."

Quit confounding those in administrative positions with "leadership". It is possible that administrators (In academia read as Provost, Dean, Department Heads) lead, but in my experience it is much more likely that they are just not going to make waves. This makes them bad leaders.

The scenario being described is not accurately portraying any professor I've ever met. We assign grades based on what was earned.
Your message suggests that faculty assign grades on something other than knowledge. Hard classes are not an attempt to lower GPAs or put students in their place, but instead, focused on ensuring that knowledge is gained. I'd encourage introspection.
