Hmmm, I cant find any evidence of this. It's been 15 years and I dont think Dwaynes has ever said anything about new chems. They definitely never restarted processing!
A few years ago, Kelly-shane Fuller on instagram teased having worked out a DIY k-14 process, but I think he never released it!

So i shot a portrait and it was a bit overexposed. So i corrected and shot another and it was a bit worse? And so I tried to correct and shoot another and it was even worse?!?!!!! Wtf!! Finally figured out what was going on after WAY too long. 🤦♂️🤦♂️🤦♂️
I spent an afternoon trying to shoot DPP with my instant box camera that has a dark red filter to look inside during dev. Which works perfectly with regular paper. And I nearly tore all my hair out. Because the filter was fogging the DPP, but slowly, EACH time I opened the paper safe inside.
I got bummed out and gave up without getting any useable images at the time. Put away the weird 4x5 I was using and didn’t shoot LF again for many years. 😥
I shot my first DPP c. 2011 in 4x5 when I hadn’t been doing any darkroom work for quite a while (or LF!) and was extremely out of practice and all my results were wildly inconsistent so that I never got a handle on any of the variables. Though I do suspect now that fogging was part of it. 😬😬

If your chems are fresh, and you don’t mind wasting a sheet (which seems worth it to identify the problem), I’d dev a single 4x5. It should be black black. And I bet it won’t be. 🥶🥶
My repeated experience, ymmv, is that DPP is fogged by all of my otherwise paper-safe lights/filters. Now I do all my loading and processing in the dark. But I also mostly don’t mess with pre flashing and like my results.
Dpp is counter intuitive because it’s reversal. It messes people up all the time (me too, I have had to relearn this lesson more than once). Severely underexposed DPP that is properly dev’d should be black. Faint/muddy images are something else and often unexpected fogging. 😬
