I think much of the personal conflict is knowing the things we've offered might be detrimental in the long run

Not to mention that there is a strong concensus amongst the opposing party that we've let them down.
Every step forward has been either met with resistance or two steps back in trying explain the situation as it stands, and realistically what can or cannot be done.

Unfortunately there is a limiting time constraint. And its all so heavily dependent on what matters, both to tbe opposing party and to us.

The impasse stems primarily from the differences in starting opinions, even though the outcome is still to do the best for the ones that matter the most in this
