The report’s message is clear:

Volvo Group must:

👉 Support stronger climate rules — not weaken them
👉 Align all lobbying with the Paris Agreement
👉 Be transparent about political influence

3 brands that refused to adapt to the times – and suffered the consequences This content is produced by a member of The Drum Network, a paid-for membership club for CEOs and their agencies who want to share their expertise and grow their business.

History offers a warning.

Companies like Nokia and Kodak failed to adapt to major tech shifts around camera smartphones - and paid the price.

The transition to electric transport is happening now.

The question is whether Volvo leads or lags.

There’s a bigger risk here.

Businesses need stable, long-term rules to invest in clean technology.

By lobbying against those rules, Volvo is undermining:

🔴 Climate progress
🔴 Public health
🔴 Its own future competitiveness

HDV CO2 amendment offers temporary flexibility, but faster review must address growing enabling conditions gap With the targeted amendment to the Heavy-Duty Vehicle (HDV) CO2 Regulation now formally adopted, the European Automobile Manufacturers Association (ACEA) welcomes the agreement and takes this opportunity to clarify its role in the broader effort to decarbonise road transport.

🇪🇺 In the EU, Volvo has lobbied for “flexibility” in CO₂ standards for trucks.

As a result, there will now be up to 25% fewer electric trucks by 2030 - and pressure to weaken targets even sooner.

And the contradictions don’t stop there.

In 2023, Volvo signed an agreement to accelerate electrification in California.

By 2025 - it was suing the same state to block emissions rules.

That’s not just inconsistency. It undermines trust.

US 🇺🇸

In March 2026, Volvo backed efforts - via an industry body - to weaken national climate protections under the Clean Air Act.

This signals a shift from cooperation to confrontation.

Investors grapple with corporate climate lobbying amid sustainability pullback More investors may be seeing the importance of scrutinising corporate lobbying, but they now have to face European companies reining in sustainability ambitions

On paper, Volvo says its lobbying aligns with the Paris Agreement.

In reality?

It has repeatedly worked against climate regulation in both the US and EU - directly and through industry groups.

Protesters demand Volvo dump diesel for health and climate Indigenous leaders from the Brazilian Amazon and clean air campaigners in the United States and Europe gathered yesterday outside Volvo Group’s AGM, calling on the truck manufacturer to end its reliance on diesel and accelerate the global transition to electric vehicles. The coordinated action, organised…

Volvo is the world’s second largest truck manufacturer - with emissions roughly 5x higher than Sweden.

Meaning it has huge potential to drive the shift to electric transport.

But right now - it’s falling far short.

Let’s be clear - fossil fuel ad bans aren’t a silver bullet.

Among other policies, we still need:

🔴 Policies to stop new fossil fuel projects
🔴 Massive investment in clean energy

But removing the polluter narrative pushed in ads is a key piece of the puzzle.

The discussion also highlights something most people don’t realise.

It’s not just about how many polluter ads exist - it's also about where they are placed.

The fossil fuel industry regularly advertises in Westminster station where policymakers can often be found.

Example. 👇

And, even if the impact on consumption isn’t immediate, the long-term effect matters.

Advertising tells us what is “normal" or "aspirational".

So, for a generation raised in a world without polluter ads, a "normal" lifestyle will be one without pollution.

Another common critique: “Would a fossil fuel ad ban even work?”

@bbcmarcosilva.bsky.social puts it simply:

If these ads didn’t help sustain the fossil fuel economy…

Why would they continue to spend millions on them? 🤔

Once cities prove that restricting fossil ads is possible, it opens the door to tackling the next frontier: mass media and digital advertising.

A common argument against the local fossil ad bans taking place across Europe is that most ads are now found online or in the media. 📺

But @annaholligan.bsky.social points out that local ad bans “weaken the fossil halo” - chipping away at the industry’s social license to operate.
