I think an international endowment for scientific research would make a lot of sense. Still, I doubt that any physical location is in a place to create the community that has existed in American universities. I work at Harvard with scientific instrument facilities ...
US scientific leadership didn't just depend on consistent science funding across administrations, it depended on a relatively welcoming environment for immigrants at all levels of academia.
Recovery may take a generation AFTER the American right returns to sanity which could be a while.
One of the articles I read about the destruction of US scientific leadership pointed to the Chinese Cultural Revolution where, among other things, scientists were sent to work on farms. Once China turned away from Mao and the CCP decided they wanted science back, it took a generation+.

This doesn’t require Constitutional amendment. It doesn’t require that we wait until the White House and Senate are politically aligned to effectuate more ethical, rule-of-law driven court expansion. We could do it today. And we should.
It would also use Congress’ power under Article 3 to limit SCOTUS’ appellate jurisdiction and move much of that to a randomly selected panel of Senior Circuit court judges. In combination, that would effectively eliminate SCOTUS’ ability to act as a political, rather than judicial entity.

The Markets love to present themselves as a measure of objective reality and not the consensus among youngish, white, rich men who will lose their jobs and social circle if they say anything bad about Trump in the racist group chat.
While I like her in Congressional hearings, I really don't get the sense that she's the right person to build the inter-state coalitions that we need going forward. And without California, such efforts will be hard to pull off.
