I had a rework thought much harsher than this, wherein all gear abilities of the receiver are disabled for 15-30 seconds unless you get a kill off. For the user, the penalty will be 45-60 seconds unless a two kills are achieved.

Even puzzle/light exploration moments that use base Kirby’s jump, float, and slide kick to get past tight obstacles or bottomless pits set up the expectation you have to low profile heavy attacks or get in small openings of laser light shows. I like that focus, but it’s a slow burn for many.
For all games save for the Shimomura directed (DL2, DL3, 64), usage of all abilities (or lack) is boss practice. What I see in levels is a playground of good enemy design to practice pattern recognition and puzzles to feel out deep attack movesets, windups/endlag, and movement/i-frame options.
Yeah, I get it. Kirby’s jumps and generally slow but reliable movement best services combat, allowing for boss attacks to be pretty complex. It’s like how jumping in Devil May Cry is great for positioning and dodging attacks, but horrid for platforming.
