i think with a public (vs uni etc) library libby is restricted by copyright agreements and how much they can reproduce and distribute content for free, hence the limited ā€œcopiesā€ and holds

i ride for libby but it’s not for the impatient. 3+ wk holds, then you get the book for 14 days. whereas spotify is just on demand streaming, no holds no limits.
