The legislature of the State of Oregon voted a bunch of money for the help of the homeless, I think in 2021. Four years later 90% remains unspent by the bureaucracy. This from Willamette Week, IIRC.

In the case of humans, 10% are heroes, 10% are villains, and the other 80% can usually be counted on to follow whichever side seems to be winning. So if the villains can convince enough people that they are winning, then they win.
